Arbitrariness is the noun: the quality of being arbitrary — of being decided without a reason or a plan, and often . You use it when you talk about the thing itself, not one single action: the arbitrariness of a rule, the arbitrariness of luck. It is a more formal, essay-like word than “not fair” or “random.” If arbitrarily tells you how someone decided, arbitrariness names the quality you are complaining about.
