Anise is a plant. Its seeds have a strong, sweet smell, a little like liquorice. People use them in sweets and in some drinks. The plant itself is not a common cooking herb in Taiwan. Students often mix it up with two other things that only share a cousin smell: the 茴香 you see in Taiwan cooking, and the hard brown star (八角) dropped into a stew. Those are different plants. In English, anise can mean the plant or, more loosely, that taste.
