An amputee is someone who has had an arm or a leg — sometimes more than one. English uses it the way it uses other body-fact words: it names a person by this one fact, not by their whole life. Kind speakers still treat it as one fact about someone. Strictly, an amputee has had the operation; people born without a limb are usually described another way, though everyday talk sometimes blurs that. The word is neutral in hospitals and in sport (Paralympic athletes are often amputees); it is not an insult unless the speaker makes it one.
