Alpine first of all means “of the Alps,” the high mountain range in the middle of Europe: Alpine villages, the Alpine climate, Alpine skiing. People also stretch it to high mountains in general — alpine plants are the small, tough plants that grow far up, even on ranges that are not the Alps. With a capital A it often points to the Alps themselves; with a small a it more often means “high-mountain.” It sounds a bit textbook, except in sport, where Alpine skiing is the ordinary name for downhill skiing (as against Nordic skiing). As a noun, alpines can mean those high-mountain plants.
