The aggressor is the person or country that begins a fight or a war. The word points at the first move, not at whoever hits back. News and history books love it, because it is a way of naming who started the trouble. It sounds formal: a playground quarrel might have a bully; a war has an aggressor. Though actually, people argue over the label. Each side may call the other the aggressor. In a fair sentence it should mean the side that attacked, not merely the side you dislike.
