Very nervous, upset and excited, in a way that shows — you cannot sit still, your voice goes high, you may cry or shout. It is not simple excitement about something good; there is worry or anger mixed in. A mother waiting for news about her son is wrought-up. Someone who has been arguing for an hour and is now shaking is wrought-up. You use it about a person, usually after the verb be or get: 'she was very wrought-up', 'don't get so wrought-up about it'. People often add 'about' or 'over' to say what caused it. It is a slightly old-fashioned, bookish word — you will meet it in novels and hear it from older speakers, but a young person today is more likely to say 'stressed out', 'worked up' or 'freaking out'. In fact 'worked up' means almost the same thing and is far more common in speech; 'wrought-up' sounds a little more serious and more literary. 'Wrought' here is an old past form of 'work', so the picture is of a person who has been worked on, stirred, until they are tight like a wound spring. One more thing: because the word is uncommon, some people use it to mean 'having a lot of feelings' generally, without the nervousness — but the careful meaning keeps the nervous edge.
