Making a whoop — a loud, shout of joy, like people do at a sports game or a party (the crowd was whooping and cheering). There's also a completely different, more serious use: whooping cough is a dangerous illness, mostly in babies and children, where a bad cough is followed by a loud sound as the child tries to breathe in.
