To make something smaller bit by bit until little is left — savings, free time, a team's lead, people's rights. To whittle is to cut thin pieces off wood with a small knife, and that slow shaving is the picture. Can split: 'whittle away our savings' or 'whittle our savings away'; very often 'whittle away AT something' for the slow attack.
