Used for a trip in which someone — usually a politician on a campaign — visits many places in a very short time, staying only minutes in each. The commonest phrase by far is 'a whistle-stop tour', and it has spread well beyond : a band on a whistle-stop tour of five cities, a boss making a whistle-stop tour of the branch offices, even a tourist doing a whistle-stop tour of Europe in ten days. The feeling is always the same — fast, packed, barely time to look around. It is usually a describing word before a noun (a whistle-stop tour, a whistle-stop visit), not something you put after 'is'. In American English there is also an older literal use: a whistle-stop was a town so small that trains only stopped there if signalled, which is where the whole image comes from.

Named for the train whistle often blown before stopping in small towns.

組成whistle + stop — from the railway. On old American lines a train would not stop at a tiny town unless the guard signalled with the whistle, so these places were 'whistle-stops'. Politicians travelling by train made short speeches from the back of the carriage at each one, and the word came to mean the whole fast, many-stop trip.
