組成whistle + stop — from the railway. On old American lines a train would not stop at a tiny town unless the guard signalled with the whistle, so these places were 'whistle-stops'. Politicians travelling by train made short speeches from the back of the carriage at each one, and the word came to mean the whole fast, many-stop trip.
