    Vexatious describes something that you and wears at your patience — a nuisance, a bother, something that keeps causing small trouble. Vexatious delays, a vexatious rule, a vexatious neighbour. It is a formal, old-fashioned word, and in ordinary conversation people simply say or . Notice that it usually points at a thing or a situation, not at how a person feels: a person is , but the thing that did it is vexatious. Its most alive use today is in law, and if you meet the word in the news it is almost certainly this one. A vexatious claim, a vexatious lawsuit, or a vexatious complaint is one brought without a real case, on purpose, to trouble, , or exhaust the other side — usually because the person bringing it has money or time and hopes the other side does not. A court can declare someone a 'vexatious litigant', which means they have filed so many pointless cases that they must now get permission before filing another. There is a matching phrase for freedom-of-information requests: an office may refuse a request as vexatious if it is really meant to harass rather than to learn something. In that legal sense the word is not old-fashioned at all — it is exact, and there is no everyday word that replaces it.
