With no rules or limits stopping you. It is the word for permission that has no fence around it: unrestricted access to a building, unrestricted use of the library, unrestricted travel, an unrestricted view. Notice the difference from 'unrestrained', which is about force not being held back — 'unrestricted' is about official limits not being placed. Somebody could have set the rules, and chose not to. That is why it lives so much in official language: contracts, licences, visas, memberships, computer permissions. 'Unrestricted access' is close to a set phrase. Two quiet uses worth knowing. An unrestricted view means nothing blocks your eyes — a hotel room where no building stands between you and the sea. And an unrestricted licence in some countries means a driving licence with no conditions attached, like needing glasses or an automatic car. It is a fairly formal word and slightly ; in everyday speech people say 'you can use it however you want'.

組成un- (not) + restricted. 'Restrict' comes from Latin restringere, to bind back — the same root as 'restrain'. A restriction is a rule drawn around what you may do; unrestricted means no such line was drawn.
