Not having official written records or papers proving something. It's most often used for people living in a country without the legal papers that allow them to be there - "undocumented immigrants" or "undocumented workers." It's also used more generally for anything not written down anywhere, like an "undocumented feature" in a computer program that nobody officially explained.
