Not tied to any side, plan, or promise yet. The most common use is about people and their loyalties: an uncommitted voter has not decided which party to vote for; an uncommitted country in a war stays out of both camps. It is also used about money and resources — uncommitted funds are money a company or government has not yet promised to any project, so it is still free to spend. And it is used about relationships: someone uncommitted is dating but has not agreed to be exclusive or serious. Notice that this word is neutral in and money — an uncommitted voter is simply undecided, and nobody blames them. But about a person's character or relationship, it often carries a small criticism: it can suggest they will not give their whole heart to anything. Same word, very different feeling depending on what it describes. The word almost never appears after the verb (we rarely say 'he is very uncommitted'); it usually sits in front of a noun — uncommitted voters, uncommitted funds.
組成un-(不、沒有)+ committed(已承諾的、已投入的)。committed 來自 commit,原本的意思是「把某樣東西交出去、託付出去」——你把自己交出去給某一方，就是 committed;沒交出去，就是 uncommitted。
