Two-bit means cheap, small and not worth taking seriously. It goes in front of a noun — a two-bit lawyer, a two-bit hotel, a two-bit criminal — and it is always an insult. It says the person is not just bad at their job but small-time: a two-bit gangster steals from shops, not from banks. The picture behind it is money. In old America a 'bit' was one eighth of a dollar, so two bits was twenty-five cents — a , almost nothing. So the word literally means 'worth about a '. It is American, informal, and has an old-film feeling to it; it is common in crime stories and in angry speech. It sits before the noun and does not really work after the verb — we say 'a two-bit politician', not 'that politician is two-bit'.
組成two + bit. A 'bit' was an old American coin worth one eighth of a dollar, so 'two bits' = 25 cents, a quarter — hence 'worth only a quarter', worth nothing much.
