A turtleneck is a sweater (or sometimes a thin top) with a tall collar that stands up and wraps closely around your neck. The name is American English; British speakers usually say 'polo neck' for the same thing, and 'turtleneck' in Britain more often means a shorter, lower collar. It is warm winter clothing, but it also carries a strong style feeling: black turtlenecks suggest artists, designers, film directors, intellectuals — Steve Jobs made one famous. You can use the word for the garment ('he wore a black turtleneck') or, with a noun after it, for the style of collar ('a turtleneck sweater', 'a turtleneck dress'). There is also a related word 'mock turtleneck', where the collar is high but does not fold over.
組成turtle + neck — named because the high collar makes your head look like a turtle's head poking out of its shell. Here the 'turtle' really is the shelled animal, unlike in turtledove.
