Tunisian is the word for anything or anyone belonging to Tunisia. It works two ways. As a describing word, it goes in front of a noun: Tunisian food, the Tunisian government, a Tunisian passport. As a noun, it means a person from Tunisia — 'he is a Tunisian', 'two Tunisians won medals'. Both need a capital letter, always, because it comes from a country name; that rule holds for every word of this kind in English (Japanese, Brazilian, ). The two uses feel a little different in tone. English speakers usually prefer the adjective with 'be': 'she is Tunisian' sounds more natural in ordinary talk than 'she is a Tunisian', which can sound like you are putting the person in a category. Safer habit: use it as an adjective with people, and keep the noun for lists and counting. Note also that it says nothing about language — there is no 'Tunisian' language; people there speak Arabic and French.
