This mostly means posting comments online on purpose to upset people, start arguments, or get a reaction - not because you actually believe what you're saying. Someone who does this is called a "troll," and the noun for the whole activity is "trolling." Less commonly today, "trolling" is also a real fishing method - pulling a baited line slowly behind a moving boat to catch fish.
