Top-ranking describes a person who holds one of the highest positions inside an organization — the government, an army, a police force, a company, a political party. 'A top-ranking official', 'top-ranking officers', 'a top-ranking member of the party'. It is about power and position, not about how kind or clever the person is. A 'rank' is your level in a system where everybody has a level above or below them, so top-ranking means near the very top of that ladder. You will meet this word most often in news writing. Reporters like it because it says 'this person is important enough to matter' without naming the exact job title — useful when the reporter does not know the title, or is not allowed to say it. It comes before a noun, and that noun is nearly always a person word: official, officer, general, executive, diplomat, aide. You would not normally say a *product* is top-ranking; for that, see top-rated. One softer point: 'top-ranking' does not always mean number one. It means in the top group. A country can have many top-ranking officials at the same time.
