A tippler is someone who drinks alcohol — usually someone who drinks fairly often, in small amounts, as a steady habit. The picture is of a person who has a glass most evenings, not someone who gets badly drunk. That is what makes the word interesting: it sits in a soft middle place. It is milder and more forgiving than 'drunkard' or 'alcoholic', but it is not quite neutral either — calling someone a tippler does suggest they drink more than most people, and there is usually a smile or a raised behind it. It is often further with a word in front: 'a bit of a tippler', 'a cheerful old tippler'. This is an old and rather literary word. You will meet it in novels, in history writing and in newspapers being playful; you will almost never hear a young person say it in conversation today. If you are describing a real person's drinking problem, this is the wrong word — it is too light for that, and it can sound like you are making a joke of something serious.

組成tipple (to drink alcohol a little at a time) + -er, the ending that means 'the person who does it'. Interestingly, the older meaning of tippler was someone who sold drink; the meaning of someone who drinks it came later.
