Describes a person who has very little free time, usually because work fills the day and then spills into the evening. The clever part is the borrowing: poor normally talks about money, and this word lifts it over to time, so that time becomes the thing you are short of. Very often the point is that the two do not match — 'time-poor but cash-rich' describes someone with plenty of money and no hours to spend it in, and marketing people use time-poor exactly for that customer: someone who will pay to be given a few minutes back. It is a modern word, more common in Britain and Australia than in America, and it belongs to journalism, advertising, and lifestyle writing more than to ordinary conversation. In daily speech people just say 'I never have any time' or 'I'm always so busy'. Written with a , and normally used of people or groups of people.
