"Tarmac" is the black, hard surface used to make roads, playgrounds, and airport runways - the material that gets rolled flat and smooth. At an airport, "the tarmac" also refers to the whole open area planes park, taxi, and take off from - so you might hear "the plane sat on the tarmac for an hour," meaning it was waiting on that outdoor paved area, not moving.
