Very drunk. You usually 'get tanked up' at or before a party. Informal and a little rough — say it about a friend, not to your boss. The picture is filling a tank with beer instead of petrol. Though actually, 'tank up' can also mean filling a car with petrol — the drunk meaning is the one you will meet most.
