Severe and harsh — used about cuts, taxes, fines, and penalties that hurt because they are so large. 'Swingeing cuts to the education budget' means cuts deep enough to do real damage. It is strongly British, and it belongs to newspapers and ; an American reader may not know it at all, and would say sweeping, drastic, or severe instead. The word always carries criticism. Nobody calls their own policy swingeing — it is what the people being cut call it. Two warnings, and they matter more than the meaning. First, the spelling: swingeing keeps the 'e' from 'swinge', an old word meaning to strike hard, and it is a completely different word from swinging. Second, the sound: it rhymes with 'hinging', with a soft j sound, not with 'singing'. Because the spelling looks so close to 'swinging', even native speakers mix the two up in writing, and editors quietly fix it.
