A superstate is a very large political unit made of many countries that have joined together so tightly that, in some ways, they behave like one single country — one market, one set of rules, sometimes one currency, one voice when talking to the rest of the world. The countries are still countries, with their own names and flags and governments, but so much power has moved to the centre that people start asking who is really in charge. The word is almost always used by people who are worried about this, or against it: in Britain, 'a European superstate' has been a standard phrase in political arguing for decades, and it is meant to sound alarming. Say 'superstate' and you are usually hinting that something has grown too big and too far from ordinary people. It also has a second, looser use: any country so huge and powerful that it feels like a world of its own. But the political-union meaning is the main one. It is a written and news word — you meet it in newspapers, speeches and history class, not really in daily chat.
