Though it looks like a verb, this is really just a food phrase, and honestly only about eggs: a fried egg cooked on one side only, so the yellow part sits on top like a little sun. American English — the waiter asks 'How do you want your eggs?' and this is one answer. It describes the egg; it is not something you do.
