A suffragan is an assistant bishop. In the Church of England and other churches with bishops, a diocese — the area one bishop is responsible for — can be too big for one person. So a second bishop is appointed to help. He or she is a real bishop, fully a bishop, but works under the diocesan bishop and does not run the diocese. The word is most often used as an adjective: 'a suffragan bishop', 'the Bishop of Dover is a suffragan'. It can also stand alone as a noun for that person. This is narrow church vocabulary — you will meet it in news about churches, in history, and on church websites, and almost nowhere else. Nobody uses it in ordinary conversation. One small extra: historically a suffragan was also a bishop who had the right to vote in a church council, which is why the word looks like 'suffrage'.
