Stumbling describes someone who is tripping or almost falling while walking, moving in an unsteady way. It's also used for speech that comes out with pauses and mistakes, like a 'stumbling apology'. The fixed phrase 'stumbling block' means an obstacle - something that stops or slows down progress, not always something physical.
