So dull and repetitive that your mind seems to stop working. This is a strong word — much stronger than 'boring'. Boring says the thing is not interesting; stultifying says the thing is doing something to you, dulling you, making you slower and less able to think. Students often use it for a job, a meeting, a long form to fill in, a small town where nothing happens, a school system that only asks you to memorise. Notice that it usually points at a situation you cannot easily walk away from — that trapped feeling is part of it. It is a written, educated word. You will meet it in newspapers, essays and novels far more often than in ordinary talk; in normal conversation a friend would just say 'so boring' or 'mind-numbing'. There is a second, slightly older use in serious writing: something stultifying stops growth or free thought, not just interest — 'a stultifying set of rules', 'the stultifying effect of censorship'. Here it is closer to 'crushing' than to 'boring'. The two uses shade into each other; the common thread is that the thing the mind.

組成stultify + -ing. The -ing ending turns the verb into an adjective describing what the thing does to you. Stultify itself comes from Latin stultus, meaning 'foolish' — so at root it means 'to make someone foolish'. That original flavour still shows: this is boredom that makes you stupid, not just bored.
