Most mines are tunnels — you dig down and go in. A strip mine is the opposite: instead of tunnelling, you off everything on top of the coal or metal — the trees, the soil, the rock — and take the coal from the open surface. What is left is a huge open hole or a long bare across the land.
It is used because it is cheap and quick and safer for the workers than sending them underground. It is argued about because of what it does to the place afterwards: the forest is gone, the streams run dirty, and putting the land back the way it was is slow and often not done properly. So you almost always meet this word inside an argument about the environment.
English uses it both ways. As a noun (often two words, strip mine) it is the hole itself. As a verb (usually , to strip-mine) it is the act: 'the company wants to strip-mine the whole valley'. The activity is strip mining. People also stretch the verb to mean taking everything of value out of something and leaving it ruined — 'they strip-mined the company for its assets'.
