"Strangle" means to squeeze someone's throat tightly enough to stop them breathing - a very serious, violent word, usually connected to crime, murder, or attack. It's also used in a milder, figurative way for stopping something from growing or working properly, like "high taxes strangled small businesses" (they choked off the businesses' ability to survive) or "strangled by red tape" (stopped from working well because of too many rules).
