In a way that moves people and lifts their feelings — makes the heart beat faster, brings a lump to the throat, makes a crowd want to stand up and act. It is the adverb of 'stirring', and it belongs to the warm, brave end of feeling: courage, pride, hope, loyalty. You would say a speech was stirringly delivered, or a piece of music stirringly played. Note where it goes: it almost always sits right in front of an adjective or a past participle ('stirringly beautiful', 'stirringly sung'), and much less often after a plain verb. It is a fairly formal, written word — you meet it in reviews of concerts, films and books, and in newspapers, far more than in talk. If you used it with friends it would sound like you were quoting a review. It is also a slightly praising word: a writer who uses it is usually on the side of the thing being described.

組成stir + -ring + -ly. The verb 'stir' means to move something around, as with a spoon; used about feelings it means to move them, to wake them up. 'Stirring' is the -ing form used as an adjective, meaning 'that moves your feelings'. Then -ly is the ending that turns an adjective into an adverb, the same -ly as in quickly and sadly.
