To make a place or a person cleaner, neater, and nicer to look at — usually with small, quick changes, not a big rebuild: new paint, a haircut, a clean shirt. You can spruce up a room, or spruce yourself up before a date. It splits: spruce up the house / spruce the house up / spruce it up.
