A splicer is a machine or hand tool for joining two pieces of film or magnetic tape end to end, so that they run as one continuous strip. You lay the two ends in the tool, cut them straight (often at a slight angle), and then join them — older splicers used a little glue or cement, later ones a strip of clear splicing tape. The point is that the join is neat and flat: if it is thick or crooked, it will jump on the screen or make a click in the sound. This is a workshop word from the age of physical film and tape — editors, sound engineers, projectionists. Today most editing happens on a computer, so a real splicer is mostly a thing you see in an old studio, a film school, or in the hands of someone who still loves working with tape. The word is also used more loosely for the person doing the joining, and for machines that join other long thin things — rope, wire, or the glass fibre cables that carry the internet, where a 'fusion splicer' melts two fibres together. But the film-and-tape machine is the meaning you will meet first.
