A spiel is a long, smooth, ready-made speech that the speaker has clearly given many times before — a salesperson's sales talk, a tour guide's opening, a phone-company worker's list of offers. The word carries a shrug in it: you are saying the words came out too easily, they were rehearsed, and the speaker may not mean them. So it is negative, and quite informal. You most often meet it in 'give someone a spiel' or 'go into a spiel': 'The man at the door gave me the whole spiel about solar panels.' 'The whole spiel' is a very common set phrase, meaning the complete, , familiar routine. It has past selling: any speech someone repeats — a parent's talk about tidying your room, a professor's yearly warning about plagiarism — can be called a spiel. There is also a verb, 'to spiel' or 'spiel off', but it is much rarer than the noun; if you use one, use the noun. Pronounce it /ʃpiːl/, 'shpeel', or /spiːl/, 'speel' — both are heard, and the 'shp' version is a little more common in American speech.
組成Borrowed into English from German Spiel, 'game, play, performance', or from Yiddish שפּיל (shpil), which is the same word. Both go back through Middle High German and Old High German spil to Proto-West Germanic. The 'shpeel' pronunciation you hear is the German/Yiddish sound coming through. Old English had a related verb spilian, 'to play, to revel'. The path from 'performance' to 'sales talk' is easy to see: a spiel is a performance you put on.
