This is a slur — an insulting word — for a Spanish-speaking person, used mainly in the United States and aimed mostly at people from Mexico, Puerto Rico and other Latin American countries. You should know it only so that you recognise it if you hear it; you should never say it. It sits at the same level as the worst racial slurs in English: it is not a rude-but-jokey word, and there is no tone of voice or friendly context that makes it acceptable coming from an outsider. If a character says it in a film, the film is showing you that the character is a racist. Even writing it out in full is avoided in careful English — journalists write 'a racial slur' or 's---' instead. It is also spelled 'spick' or 'spik'. If you need to talk about the word itself, as we are doing now, English speakers say 'the s-word' or 'that slur'. If you simply want to describe a person, the ordinary neutral words are 'Hispanic', 'Latino' / 'Latina', or better, the country: 'She's Mexican', 'He's from Colombia.'
