Sparky describes a person who is full of life and energy — lively, quick, a bit bright and cheerful. It is the word for the student who answers before you have finished the question, or the small dog that will not sit still.
It is informal and warm. Calling someone sparky is a compliment: you like their energy. It suggests quickness of mind as well as body, and often a touch of cheek — a sparky reply is a lively, clever, slightly bold one. You will hear it most in British English; Americans are more likely to say peppy, feisty or lively.
It goes in front of a noun or after be: a sparky teenager, a sparky performance, she's very sparky. It stretches beyond people to things that carry the same energy — a sparky script, a sparky bit of dialogue, a sparky start to the season.
A small warning: it belongs to the friendly, casual end of English. Do not put it in a formal recommendation letter or a report; there you would want lively, energetic or enthusiastic.
Two other lives the word has. In British and Australian slang, a sparky (or sparkie) is an — a noun, not an adjective, and quite common on building sites. And Sparky is a very common name for a dog, given for exactly the reason you would guess.
And literally, of course, sparky can just mean throwing off sparks — "the old wiring was getting sparky" — though that use is rare compared with the lively-person sense.
組成spark + -y. The -y ending makes an adjective meaning "full of" or "like" the thing — so sparky is "full of sparks", and the sparks here are the imaginary kind, the flashes of energy in a person. Spark itself is very old, coming down through Middle English sparke from Old English spearca.
