This is a rare, very fancy word borrowed straight from French, and it still feels French — you will meet it in fashion writing, in society pages, in older novels, almost never in speech. It does not simply mean 'well dressed'. It means every detail has been attended to: the hair, the nails, the shoes, the fit of the jacket, all quietly perfect, with nothing loud about it. A person can be soigné, and so can a room, a table set for dinner, or a dish that has been plated beautifully. The word keeps its French accent on the e, and there is a feminine form 'soignée' used of a woman, though English writers are inconsistent about this and often use 'soigné' for everyone. It is said roughly 'swan-YAY'. Because it is so rare, using it says something about the speaker too — it sounds , and in the wrong company it can sound like showing off.
