Slugging here is a special American way of sharing a car to work with people you do not know. In some cities, people wait in a set place. A driver who needs extra passengers — often so the car can use a faster lane that only cars with several people may use — stops and picks them up. You usually do not pay; you are filling a seat. It is organised by custom, not by an app: you line up, a car comes, you get in. Though actually, the same spelling is used for other things in English (hitting hard; a baseball number), but this entry is only the ride-sharing system.
