A slap-up meal is a very large, very enjoyable one — the kind you sit down to when someone is treating you, or when a family is celebrating. You almost always hear it in front of a food word: a slap-up dinner, a slap-up feast, a slap-up breakfast. It is British and informal, a bit old in a warm way; American English does not really use it. Though actually it praises the size and the pleasure more than the fancy restaurant: a slap-up meal can be home cooking with too many dishes, not only a costly night out. It is not a verb. You do not 'slap up' a meal in this sense; you have a slap-up meal. And it does not mean the food was thrown together in a hurry — that would be an unlucky reading of slap. The dictionary meaning is kind: big and good.
