If you are skint, you have no money, or almost none, just now. It often means a short empty patch — after rent day, after a night out — not a whole life of being poor. It is informal British English. Friends say it to each other; you would not write it on a bank form. American speakers more often say broke. It is not a rude word, only casual, and it describes a state, not a mean character. A kind person can be skint. A is a different thing: that person will not spend. A skint person cannot.
