It can sound , because the shape of the body shows, or a little critical, if someone thinks the clothes are too much for the place. It is about fit, not about the cloth being made of skin. You will also see it written as one word, skintight. It is ordinary English, not a technical word, but it does talk about the body, so it is not always the kindest way to describe what a person is wearing.
