When a river, harbour, or pipe silts up, sand and mud slowly fill it, so water — or boats — can't pass. Silt is the very fine mud a river carries. A geography and history word; you'll meet it in textbooks about old ports. Usually no object: 'the harbour silted up' or 'is silted up'.
