Shuffling describes walking with small, dragging steps, without really lifting your feet off the ground - often because someone is tired, sad, old, or moving in a crowded space. It's also used for mixing playing cards into a new random order, or for moving people or things around into different positions or groups, like 'shuffling the schedule around'.
