If a shop, hospital, or school is short-staffed, it does not have enough people working. The work is still there; the workers are not. You will hear it from bosses and from tired staff: we are short-staffed today, so please wait. Short here does not mean low in height. It means not enough — the same idea as short of money or short of time. Though actually, it is a slightly official way to say we have not got enough people. In very casual talk, people also say we are short, or we are down two people. The usual opposite is not long-staffed; people say fully staffed, or if there are too many. It is almost always about workplaces.
組成short (not enough) + staffed (having workers). Staff here means the group of workers, not a stick.
