To shinny is to climb quickly up or down something tall and thin — a tree, a pole, a rope — by wrapping your arms and legs around it and pulling yourself along. You press the front of your lower legs (your shins) against it as you go. Children shinny up a lamppost; someone might shinny down a rope. It is informal, and more American than British (British speakers often say shin up). Though actually there is another shinny in Canada, a casual ice-hockey game, from a Scottish sport called shinty — but that is not this sense. Here it is only the climbing.
