To shear an animal, usually a sheep, means to cut off its wool with special scissors called shears. More generally, 'to shear' can mean to cut through something and , and in physics and engineering, 'shear' or 'shear force' describes a force that makes layers of material slide past each other sideways, which is why you'll meet the word 'shear' in construction or safety contexts too ('shear pin', 'wind shear' near airports).
