You can think of it as the plain number 70 first — seven tens, used to count, to say how far, how long, how much, how old. The other three meanings are not extra meanings of the bare word: they are fixed phrases that use 70 as the opening of a ten-year or ten-degree stretch, so "the seventies" covers 70 up to 79, whether those are years, ages, or degrees.
