A set-to is a short fight or a sharp quarrel — a flare-up, not a long war. Two neighbours have a set-to over a parking space; two players have a set-to on the pitch. It can be with words or with fists, but it is over fairly quickly. The word is informal, and you hear it more in British English than American. You would not use it for a planned battle, a court case, or a sulk that lasts all week.
