Your seatmate is the person in the seat next to you, especially on a plane. That is where the word lives: long flights, small talk, the shared armrest. People do use it on trains and coaches too, though it is heard most in the air. It feels a bit American; a British speaker might just say the person next to me. You do not use it for the person beside you in class (that is a ) or at dinner. Informal, practical, not rude. You can have a quiet seatmate or a one.
