A scrounger is a person who gets money, food, or other things by asking people for them, rather than paying or earning them. The verb is scrounge: to ask around, to borrow, to take what is going. Among friends, "He's a scrounger" can sound almost light — the person who never buys a round, who always "forgets" a wallet.
